138.Federalism

 Human society has come to this height after experimenting the different forms of government. Earlier, the various societies had different forms of government. Most of the rulers were conservative and autocratic in nature. They suppressed the common people. And, the people didn't have freedom. They were deprived of their rights. But, along with the passage of time, the nature and form of ruling system chaged. The ruling system was adopted for the betterment of the common people. Federalism is a form of government. In this form, the government is divided into central and provincial goverment.

The central government is a guardian government as it is responsible for controlling and guiding the province along with other important functions. The issues of national concerns are handled by the central government. The areas upon which it has direct control are; foreign affairs, defence, finance, border issues, etc. And, the provincial government should regulate itself on the basis of the provincial rules and regulations. They have to co-ordinate with the central government for the conduction of the admistrative activities. There are so many features of federalism.

It is an open form of government. In this system, the fundamental rights of the people are assigned to the greatest extent. People do have rights to select the religion of their choice, there is no distinction among the citizens, all the citizens are treated equally and respectfully. The present form of the government of Nepal is based on federalism.
