In Europe and America, the numbers of the voters is decreasing. Many citizens show little interest in politicians and the political process. Many citizens show little interest in politicians. The new media are urgent in the local and national level. Political parties and their candidates use the new media in fund raising, motivating supporters, etc. The web based communication technologies have become popular.

The Internet helps to promote democracy paradigm by placing greater power in the hands of individual citizens in relation to their political representatives, institution, etc. The establishment institutions of power are considered to be barrier for change towards new electronic polls because they are afraid of new charge and want to cling (stick) to their traditional ideas and assumptions. They also fear of knowing their status by the general, people using source of Internet.
